FYI, In my area at least there is "problem cat" law.  If there is a cat
that's roaming around free and using my mulch as a litterbox, I can call up
the local humane society and have them come out and round 'em up.  It costs
something like $50 for the owners to get the cat back.  You may want to
check to see if your city/county has a similar law.
