They didn't seem to indicate that there was much difference witner to
summer.  As to plant growth in the winter, typically that is when they
plant their chiles so as to avoid the insect increases in the summer. 
When we went down in October, it was to help them ready for that years'
plantings.  They seemed to grow just fine.
