Maybe there isn't just one single base version.  Now that the term "fajitas" 
might refer to just about any mix of meat and vegetables cut into strips and 
served within sight of tortillas, there are a few different ideas you could 
try as a base.

(Heck, you could get some at a major chain restaurant where they serve from 
a sizzling snow shovel, and ask for white rice and a bottle of soy sauce, 
and eat them as a stir-fry... or, maybe someday in the grocery freezer 
section we will be able to buy Fajita Pizza Stuffed Egg Rolls.)

You already list some good pepper powders, and others have mentioned cumin 
and oregano.  Just to throw a new element into this, consider the various 
Mexican seasonings that have citric acid, like "salsa en polvo" (sauce in 
dust, literally). That gives a tart citrus flavor that could kick butt as an 
unexpected element.

Now go stick your head in the spice cabinet and don't come back until you've 
sneezed three times!
